Under the UN Framework Convention on Climate Change (UNFCCC), non-Annex I countries including Nepal are required to submit national communications to report the steps they are taking or envisage undertaking to implement the Convention. All national communications from non-Annex I parties, including that of Nepal follow the UNFCCC guidelines in terms of scope and methodology. This document provides an overview of national circumstances on the basis of which they will address climate change and its adverse impacts, describes the Greenhouse Gas Emissions Inventory and Mitigation Options. This document also discusses developments with regard to vulnerability/impact and adaptation issues, policies and measures taken, and the areas where Nepal still lacks the capacity to address climate change-related problems.
